One of the major problems I faced when I became Commissioner concerned this process and, with your help, we have essentially corrected the difficulties which confronted us. Not only have we designed a more equitable system for distributing campus-based funds to institutions, we have developed a system which should ensure the successful operation of these programs in the years to come.

A culmination of the several projects was preparation of the Policy and Procedures manual which constitutes a most comprehensive document.

The LDS system that you designed helped 3,500 students get Pell Grants for the 1987-88 award year. Even though you started three months into the award year, started with very limited staff from our agency and with mediocre equipment, you made the Pell Program work.
The professionalism shown by both you and Sam came out in all phases of your project. You both gained many friends from throughout the agency and you will be missed by all.
I will not hesitate to call on Todd & Associates for future projects within our agency, nor will I ever hesitate to recommend you to others who desire financial aid service.

On behalf of the City Colleges of Chicago (“CCC”), I want to thank you for helping us attain the remarkable reductions in penalties stemming from the satisfactory academic progress segment of the Office of the Inspector General Final Audit Report (July, 1999). Negotiations with the U.S. Department of Education over the dollar amounts to be charged to the CCC were based on the summaries of you File Review Results tables. The contested SAP financial liability for the estimated thirteen million dollars was resolved to $29,636 by the Office of Student Financial Assistance in their Final Audit Determination Letter (ACN 05-1997-80016). The outstanding corollary achievement to that resolution was the drastic decrease in error rates: 89.83% to 4.73%. Your assessments, recommendations, and role in both the file curing project and audit response preparations were among the indispensable components of these magnificent accomplishments.
Also, I was very impressed with the rapport that you and your team had established with our institutions. The presidents of our seven colleges firmly upheld and defended our role in the File Curing Project. Our vice chancellors for academics and finance; the associate vice chancellor for research; and the deputy director of information technology praised your credentials, risk assessments, and recommendations. The vice presidents and deans of student services and Registrars exhibited faith and determination towards the file curing follow-up requests made by your Project Managers, Samuel Wade and Victor Vega, and Program Specialist, Delores Clark and Dr. Linda Brown.
